Activities

The activities for which a subsidy is requested must fit within the (sub)programs and missions of the mission-driven top sector and innovation policy of the Ministry of Economic Affairs and Climate Policy.

Subsidy amount
The subsidy amounts to 35% of the eligible costs. The scheme distinguishes between large and small R&D collaboration projects. Up to €571,428 in eligible costs, a project is considered small; above that, it is considered large. A maximum of 50% of the budget is earmarked for large innovation projects.

For small R&D collaboration projects, the grant amounts to a minimum of €50,000 and a maximum of €200,000 per project, and a minimum of €25,000 and a maximum of €100,000 per participant. For large projects, the grant amounts to a minimum of €200,000 and a maximum of €350,000 per project. Here too, the minimum per participant is €25,000, while the maximum per participant for large projects is €175,000.

Procurement scheme
This concerns a tendering procedure, which means that applications are assessed and ranked based on four criteria. The awarding of contracts begins with the highest-rated application and continues until the budget is exhausted.

The application must score well on each of the four criteria to stand a chance. The application can obtain a maximum of 25 points per criterion. The criteria are:

Renewal
The application receives more points as more technological innovation or substantial new applications of an existing product, process, or service are expected.

1 Economic value
The application receives more points if more economic value is created for the participants in the R&D partnership or for the Dutch economy.

2. Quality of the collaboration
The application receives more points as the quality of the R&D collaboration increases. This must be evident from at least the degree to which the participants complement each other, the capabilities of the participants, and the quality of the project organization.

3. Positive impact
The application receives more points if it has a greater positive impact on the societal themes mentioned in the plan.

A project that contributes to a priority (sub)mission or NTS technology may, under certain conditions, receive a maximum of 25 additional points in the assessment. This is achieved by doubling the points for the 'societal impact' assessment criterion. A condition is that the project meets the minimum quality requirements. That is to say: a minimum score of 10 points per criterion and a minimum score of 50 points for all criteria combined.

Varies by region
In some cases, the provinces contribute to the subsidy. As a result, there may be differences regarding the location where the application must be submitted. This depends on the location of the main applicant and the level of project costs in that province.

To submit a request
Since the assessment of the application is decisive, it is of the utmost importance to submit a substantively very strong application that scores well on all four criteria.
