FD: “Tax benefit of €2.9 billion for innovation hardly reaches smaller companies”

An analysis by the FD shows that the Dutch innovation box, a tax scheme that taxes profits from innovation at a lower tax rate, primarily benefits large enterprises.

Of the total tax benefit of approximately €2.9 billion, an estimated 95% goes to just ten large companies. The Ministry of Finance is therefore investigating how smaller companies can benefit more from the scheme.  

The Innovation Box is intended to stimulate research, development, and innovation in the Netherlands. Although approximately 80% of users are SMEs, they receive only a small share of the total tax benefit. Large enterprises with profitable patents, software, or other intellectual property rights benefit by far the most from the scheme.

MIT Research and Development Cooperation for SMEs

The scheme starts on June 9, and applications can be submitted until September 16. SMEs that conduct research and development together with other SMEs can apply for the MIT subsidy.

Activities

The activities for which a subsidy is requested must fit within the (sub)programs and missions of the mission-driven top sector and innovation policy of the Ministry of Economic Affairs and Climate Policy.

Companies received €1.5 billion in WBSO subsidies for R&D projects in 2025

According to the Netherlands Enterprise Agency (RVO), nearly 19,000 companies made use of the WBSO scheme in 2025. A total of €1.5 billion in subsidies was obtained. Approximately 97% of the applicants are SMEs. They received 65.4% of the total subsidy.

Budget 2026

On Budget Day, the Cabinet decided to further increase the WBSO budget to €1.8 billion in 2026. This totaled €1.6 billion in 2025.
